PagoPA the new system for payments to the PA

PagoPA is an electronic payment system designed to make any payment to the Public Administration simpler, safer and more transparent. It is a system designed to simplify and increase the quality and quantity of payment services offered by each Public Administration and to make them with maximum security.

IUV CODE

Any payment is uniquely identified by a code, called IUV (Unique Payment Identifier), through which the authority associates the individual payment made by the user with the payment request or debt position.

TYPES OF PAYMENTS

There are two types of payments

  • - with notice that they are executed on the basis of a request from the University against a pre-existing debt position with the related IUV code sent to the debtor. In this case the IUV is generated a priori by the University, associated with the debt position and notified to the debtor. The user will have to type in the IUV code or the payment notification code when making the payment in order to search for their debt position.
  • - spontaneous which are executed on the debtor's own initiative. In this case, the IUV is generated at the time of payment. This is an option that allows the debtor to make payments on his own initiative, before the debt position is sent to the Node and the UIV is assigned. The debtor enters the necessary data (service, amount, etc.) and the system automatically generates an IUV to enable payment. In this case, it is very important to choose the correct service for which payment is to be made and to enter the name of the payer and the reason for payment in the reason for payment

*In the spontaneous payment mode, it is necessary for the debtor to identify the collection service for which he is to make the payment.

A service means a type of payment, such as, for example, collections relating to invoices receivable or registrations for conferences or competitions, etc. The description of the service identifies not only the type of payment (commercial activity/institutional activity/competitions/conventions, etc.), but also the structure of the University to which the payment is directed. The user must choose the appropriate service for which the payment is to be made under the heading "collection service".

PAYMENT METHODS

Payments can be made in two ways:

Payment Methods 1The payment process is immediate via connection to the University's portal. The creditor can activate various forms of online payment (credit card, my bank, etc.). The procedure will display a number of lenders providing this service online, showing the fees charged for each.
Payment method 2The payment process provides for the possibility for the debtor who has received a payment notice to make the payment, at infrastructures made available by PSPs (Payment Service Providers) such as, for example, ATMs, home banking and mobile payment applications, post offices, points of sale of Monopoly goods (Tabaccai), SISAL and Lottomatica, cash desks set up at large retail outlets, etc.

Not all services activated by the University provide a choice between the two payment methods, but the user will be guided by the procedure according to the choice of service made.

Payment of university contribution

The contribution amounts can be viewed by logging in from the www.esse3.unimore.it portal under the Fees menu. This will allow you to access the pagoPA platform to proceed with payment.

Via the pagoPA platform, it is possible:

- pay online by choosing your Payment Service Provider - PSP. Confirmation of payment will be sent by email to the email address entered during registration on the Esse3 portal, or to the university email address if already activated. The payment receipt can be printed from your personal Esse3 page, under Fees;

- alternatively print out the payment notice to make the payment at Banks, ATMs, SISAL, Lottomatica and ITB points of sale, which perform the PSP service for the pagoPA platform, which will issue a receipt.

The amounts of fees due for the deposit may vary depending on the PSP chosen.

IMPORTANT attention to deadlines. For the University, the DATE OF PAYMENT RECORDED ON THE TELEMATIC RECEIPT OF PAYMENT (RT) is authoritative.

WARNING pagoPA is the national platform for payments to the Public Administration, managed by the company pagoPA S.p.A. 
UNIMORE adheres to the pagoPA platform for the management of its collections and, according to the methods provided for by the system, makes use of the systems of the connected Payment Service Providers (PSPs), which offer the possibility to choose between different channels and instruments with which to pay the amounts due. For this reason, any malfunctions during the payment phase may not be attributable directly to UNIMORE, but depend on momentary inefficiencies of the operators involved in the transaction.

CBILL interbank service

The CBILL interbank service allows citizens and businesses to consult and pay online pagoPA bills and payment notices directly through their bank, if participating in the service. 
To identify the Unimore 
institution in the CBILL portal search for "Università degli studi di Modena e Reggio Emilia" or alternatively the SIA / CBILL AWAGF code. " Consult the CBILL.it website

Late payments - surcharges

In the event of late payment of each instalment, a surcharge of €30.00 shall be applied up to 15 consecutive and continuous days after the due date and of €70.00 from the 16th day onwards. 
Attention: please note that for the University, the date of payment transmitted by the PSP where the payment was made and present on the relative telematic receipt (RT) shall be considered authentic. 
 The late payment surcharge will only be generated on the student's personal page when the University has received the result of the late payment. Payment of the surcharge is 
also a necessary condition in order to be able to make use of the on-line booking services for the appointments and to sit the profit exams. 
Please note that for the University, the date of payment transmitted by the bank at which the payment is made is the official date of payment. For payments made on the same day as the deadline, same-day payment may not be guaranteed. Students are invited to check the conditions and times at which their bank provides the Home Banking service: many banks do not execute payments after service hours and the transaction is taken over by the bank and booked on the following working day. 
 For those enrolled in courses for which the University has decided to offer admission with a programmed number of students or has brought forward the date of enrolment with respect to most courses, the late payment surcharge may be applied starting from the second instalment, since, in accordance with the deadlines set out in the announcements for admission to courses with a programmed number of students or in the course regulations, late payment of the first instalment normally results in exclusion from the possibility of enrolling in the course.

We would also like to remind you that in order to sit the examinations and obtain the degree, you must be up-to-date with the payment of fees and contributions and any surcharges.

[13 February 2015] The suppliers of the University of Modena and Reggio Emilia are hereby informed that as of 31 March 2015 the obligations of issuing, transmitting, receiving, storing and filing in electronic form the invoices issued - also in the form of note, bill, bill of parcel and the like - in relations with other national bodies and with local administrations will come into force. (Law No. 244 of 24 December 2007 and Ministerial Decree No. 55 of 3 April 2013).
